Contract Overview:
This Statewide Contract is divided into two (2) separate categories, each with three (3) subcategories: Journey Level, Senior Level, and Expert Level.
IT Project Manager Services (PM)
IT Project Manager Services (PM) involves monitoring and management of technology projects using industry-standard project and process management techniques. IT Project Managers must possess excellent knowledge of standardized project management principles, as outlined in the Project Management Body of Knowledge (PMBOK). This includes creating project estimates, reporting, resource, and capacity planning. IT Project Managers will recommend and guide the integration of new technology, depending on the project's scope, and communicate key project information (e.g., issues, risks, changes, accomplishments) to stakeholders. IT Project Managers must demonstrate ongoing industry best practices, techniques, and standards.
Quality Assurance (QA)
Quality Assurance (QA) is the ongoing, independent assessment of project management processes and activities. Specifically, Information Technology (IT) Quality Assurance Services consultants evaluate, test, and validate software and/or IT services. IT Quality Assurance Services consultants must have experience with troubleshooting, root cause analysis, and operate proficiently in an Agile environment. QA consultants must know the Washington Office of the Chief Information Officer's (OCIO) requirements and abide by the minimum qualifications outlined on the OCIO's website, policy 132-30 Minimum Project Quality Assurance Activities.
Statewide IT Development Services Contract
Purpose
This Statewide Contract provides Washington state agencies and other eligible purchasers with access to qualified vendors offering IT Development Services. The contract is designed to streamline procurement, ensure cost-effectiveness, and support operational needs across various IT development functions.
Structure
The contract is divided into four (4) primary service categories, each further segmented into three (3) skill levels:
Primary Service Categories:
Web Developer
- Focuses on the design and development of user-friendly, accessible, and standards-compliant websites.
- Services include innovative layout creation, web architecture planning, and functionality optimization.
Application Developer
- Covers the full lifecycle of application systems, including planning, design, development, integration, and maintenance.
- Responsibilities include custom development and support for complex, line-of-business applications.
Software Tester
- Encompasses quality assurance and validation of software systems.
- Includes testing for functionality, interoperability, user experience, and accessibility using industry-standard tools.
IT Architect
- Involves the design and implementation of enterprise-level technical solutions.
- Responsibilities include full-stack architecture, cloud integration, network infrastructure, and support for legacy systems.
Skill Levels:
- Journey Level
- Senior Level
- Expert Level
Eligibility
Open to Washington State Agencies and other eligible purchasers as defined by state procurement rules.
